Abstract

The problem of professional victimhood of law enforcement officers when serving in the North Caucasian Federal District is analysed. The characteristics of law enforcement officers’ victimhood is given, its prerequisites (objective and subjective) and “positive nature” are revealed. Statistical indicators of their victim behaviour (with distribution by regions within the district) for the period from 2010 to 2014 are presented. The generalized psychological portrait of law enforcement officers killed in the line of duty in the North Caucasus is given, the causes and conditions that contributed to their deaths and injuries are stated. It’s summarized that normative legal acts, administrative decisions, material and technical means themselves don’t reduce the level of professional victimhood of law enforcement officers performing their duties in North Caucasus. To reduce victimhood means to increase the level of their own safety when carrying out the professional activities, the basis for which should be special knowledge, abilities and skills of the officer, his (her) intuition and experience. The recommendations which will help to prevent losses of personnel while protecting public order and combating crime in the area are proposed: use of service weapons and special means; improving moral and psychological stability of officers, their tactical, fire, physical training; learning tactics and security measures in emergency situations; responding to unreasonable refusals to initiate criminal cases concerning resistance to law enforcement officers; case study, a detailed analysis of previous events, analysis of erroneous actions when instructing the personnel and beginning tour of duty.
