Abstract

The problems of conducting investigations for cases of unsolved crimes, being topical for the Russian and Tajik law enforcement bodies, are considered. It’s proposed to use the Russian experience of investigating unsolved crimes of the past years in the activities of the Tajik law enforcement bodies, notably use of specially equipped mobile forensic laboratories; twenty-four-hour duty of experienced experts and investigators; elaboration and implementation of crime scene examination programs using unified conventional signs and symbols; crime scene examination photography and video recording. It’s emphasized that both quality of crime scene examination (report and crime scene scheme) and other urgent investigative actions are important for thorough and objective evidence examination. Studying of certain materials together with investigator, who conducted criminal case investigation before its suspension, and experts, who conducted evidence examination, is stated to be reasonable. Investigator’s (inquiry officer’s) planning of conducting investigations for suspended cases of unsolved crimes is considered as intellectual process aimed at solving the issue regarding crime investigation and crime detection in order to protect rights and freedoms of man and citizen. The reasons of failure to solve crimes (or late solution of crime) are noted, they are: poor conduction of initial and follow-up investigative activities; lack of plans of investigation and certain investigative actions; lack of fingerprints and other traces, collected at the crime scene, in many criminal cases; ignoring of use of scientific technologies when collecting and examining evidence; poor cooperation between investigators, inquiry officers, detectives and prosecuting officers during the investigation process.
