Abstract |
The possibilities of the factor analysis method, which allows together with theoretical study to determine efficiency of national penal system, are shown. The recidivism rate as a traditional factor of penal influence efficiency doesn’t allow its exact estimating due to some reasons: the problem of quantitative and qualitative measuring of correction, different understanding of recidivism, peculiarities of national criminal statistics. Measuring the penal system efficiency implies not only correlating of assigned aims and achieved results (it’s most likely the effectiveness of penal sphere management), it’s also necessary to estimate the results of penal system functioning taking into account expended resources. Using SWOT-analysis together with PEST-analysis allows to justify the analyzed factors: resources expended on penal system functioning (economic factor); postpenal and penal recidivism (risk factor of criminal policy); rate of public approving the results of its functioning (public approval factor); wrongful treatment (violence, humiliation) toward prisoners (security factor). Studying these factors allows to discover integral estimation (index) of penal system efficiency which is sum of selected factors and their changes taken with a certain weight. As a result, relative summarized factors of penal system efficiency allowing to range them are obtained. The factor analysis enables raising the scientific representation and depth of studying European penal systems. The proposed method showed the efficiency of San Marino, Sweden and Norway penal systems in contrast to Russian. The factor analysis will allow to examine the practical validity of particular propositions of the Conception of developing the RF criminal justice system until 2020. |
